水利工程验收，除了工程实体质量，最关键的就是档案资料，政府验收很大程度上取决于档案资料是否真实、完善。对于验收项目，工程开工建设到项目法人组织的单位工程验收，参建单位归档资料的一致性至关重要。目前存在的共性问题是，独立成块的资料相对还可以，有的甚至比较完美，但参建单位与单位之间，同一单位不同载体之间存在不一致现象，或者因为考虑不周出现错误，导致资料缺乏真实性。这都是资料归档中必须避免的。
根据《水利工程建设项目档案管理规定》（水利部水办[2005]480号）文件规定，大中型水利工程在竣工验收前要进行档案专项验收，其他工程的档案验收应与工程竣工验收同步进行。凡档案内容与质量达不到要求的水利工程，不得通过档案验收；未通过档案验收或档案验收不合格的，不得进行或通过工程的竣工验收。各级水行政主管部门组织的水利工程竣工验收，应有档案人员作为验收委员参加。水利工程在进行档案专项验收前，项目法人应组织工程参建单位对工程档案的收集、整理、保管与归档情况进行自检，自检合格后，向有关单位报送档案自检报告，并提出档案专项验收申请。
档案专项验收组由验收主持单位、国家或地方档案行政管理部门、地方水行政管理部门及有关流域机构等单位组成。必要时，可聘请相关单位的档案专家作为验收组成员参加验收。
关于档案资料归档，以前省质量监督站进行过培训，也出过档案资料归档相关要求，但是与水利部水办[2005]480号文件不一致。
