E nterprise E conomy2012年第9期(总第385期)企业社会责任前移视角下小微企业人力资源管理对策□孙会徐永其[摘要]当前对于企业社会责任的主流研究主要是针对大中型成熟企业。但是，小微企业内外部环境的变化促使企业社会责任前移，小微企业也应该像大中型成熟企业一样承担相应的社会责任。企业社会责任的大部分内容都与人力资源管理有关，对企业人力资源管理提出了新的要求。本文首先分析了社会责任前移对小微企业人力资源管理的影响，进而指出小微企业人力资源管理现状与基本要求的差距，在此基础上以建设性的、不损害其经济活力并在企业的承受能力和承担社会责任之间寻求平衡的方式提出了应对策略。[关键词]企业社会责任；小微企业；前移；人力资源管理；员工基本权益[中图分类号]F240[文献标识码]A [文章编号]1006－5024(2012)09－0079－05[基金项目]淮海工学院哲学社会科学基金项目“后危机时代企业知识员工价值动态评估系统研究”（批准号：2010150052）[作者简介]孙会，淮海工学院商学院讲师，硕士，研究方向为人力资源管理；徐永其，淮海工学院商学院教授，研究方向为人力资源管理。（江苏连云港222001）Abstract ：The current research of corporate social responsibility is mainly for large-and medium-sized mature enterprises．However，asthe changes of the internal and external environments of the small ＆micro enterprises bring forward the corporate social re-sponsibility，the small and micro enterprises should undertake the same social responsibility as large-and medium-sized and mature companies．Most corporate social responsibilities have relationships with the human resource management so that there are new demands on the enterprise human resource management．The paper first analyzes the impact of bringing forward the social responsibility on human resource management of the small ＆micro enterprises，and then points out the gap between the human resource management and the basic requirements of the small ＆micro enterprises．Finally，on this basis，this paper puts forward some strategies through the style of constructiveness and without spoiling its economic vitality and seeking a balance between the sustainability and the social responsibility commitment of enterprises．Key words ：corporate social responsibility;small and micro enterprises;bringing forward;human resource management;basic rightsand interests of employees一、问题的提出无论是雇员极少的微型企业，还是规模庞大的跨国公司，每个企业都有其自身的利益相关者，并都对社会起着积极或消极的影响[1]。在对“企业利益相关者负责”的观念下，企业社会责任（Corporate Social Responsibility ，CSR ）的理念得以产生，并在近几十年得到了各国政界、学术界、媒体和第三方组织（非营利性组织、非政府组织）广泛深入的探讨，其重要性得到了普遍认可。企业社会责任相关标准(如SA8000和ISO26000)的扩散也预示着对企业社会责任管理需求的全球性增长[2]。但已有研究所关注的焦点往往是大中型成熟企业的社会责任，而对数量众多、与社区联系密切、对维护经济健康稳定发展具有重要意义的小微企业的社会责任问题则关注不多。而且对于小微企业自身而言，由于其规模小、生存环境相对不利等原因，不得不更多地从短期利益出发关注企业的生存问题，而非从长远角度出发考虑企业的社会责任问题。但也有越来越多的小微企业为了获得关键性隐形资源、79SMEs Research |中小企业研究
