2010-03-16驻菲律宾大使刘建超在不结盟运动特别部长级会议的发言

2010年3月16日至18日，不结盟运动不同信仰间对话与合作促进和平与发展特别部长级会议在菲律宾马尼拉举行。81个不结盟运动成员国、中国等13个国家及阿拉伯国家联盟、伊斯兰会议组织、亚非人民团结组织等3个国际组织作为会议观察员参加会议。中国驻菲律宾大使刘建超作为杨洁篪外长代表率团与会并在大会发言，阐述中国政府致力于推动不同信仰和文化间对话、实现世界持久和平与繁荣的立场和积极举措。

Mr.Chairman,Excellencies,Delegates,LadiesandGentlemen,

Firstandforemost,mayIjoinotherspeakersinthankingtheGovernmentofthePhilippinesforhostingtheSNAMMM.Weareindeedprivilegedbytheexcellentarrangementsandorganizationandwarmhospitality.

NAMalwaysstandsoutasanimportantplatformwherethedevelopingcountriesareunitingforstrengthandworkingforcommoninterests.NAMhasmadesignificantcontributionstoadvancingworldpeaceanddevelopment.AsoneofthedevelopingcountriesandanobservercountryofNAM,ChinastandsreadytostrengthenitscooperationwithNAMandsupportabiggerroleofNAMininternationalaffairs.

Therearediversecivilizationsinourworld,justlikethereanenormousvarietyofspeciesintheNature.Asdifferentmusicalnotesmakeabeautifulmelody,peopleofdifferentethnicities,colorsandculturalbackgroundshavejointlymadeourworldasplendidone.Dialogue,exchangesandintegrationamongdifferentcivilizationsformthepowerfulcurrentofhumancivilizations,surgingaheadceaselessly.

Inter-civilizationdialoguehasbeenfacilitatedbyglobalization,ITexpansionandpersonnelexchangesamongthecountries.However,prejudice,misunderstandingandintoleranceamongdifferentethnicitiesandreligionsarestillexisting,andevenrunningrampantinsomepartsoftheworld.Racismandreligiousextremismofvariousmanifestationsarefarfromelimination.

Therefore,toenhancedialogueamongcivilizationsandpromoteharmoniousco-existenceamongreligionsareofgreatpracticalsignificancetomaintainingworldpeaceanddevelopment.Chinaappreciatestheeffortstothisregardbyourhost,thePhilippines,Egypt,ChairmanoftheNon-AlignedMovement,andmanyotherpeace-lovingcountriesintheworld.

But,Iknowthisisnoeasyjob.Someareeagertostoketheflamesofdivision,somestandinthewayofprogress,somesaythatcountriesarefatedtodisagreeandsomebelievethatcivilizationsaredoomedtoclash.Manymoreareevenskepticalthatrealchangecanoccur.However,

LadiesandGentlemen,

Allofussharethisworldforbutabriefmomentintime.Thequestioniswhetherweshouldspendthattimefocusedonwhatpushesusapart,orwhetherweshouldcommitourselvestoasustainedefforttofindcommonground.It’seasiertostartwarsthantoendthem,easiertoblameothersthantolookinwardandeasiertoseewhatisdifferentaboutsomeonethantofindthethingswecouldshare.Butweshouldchoosetherightpath,notjusttheeasyway.

Thecivilizationofourworldboastsdiversityasitsfundamentalfeature,anddiversityhasbeenanimportantdrivingforcebehindtheprogressofhumansociety.Weshouldfullyrespectthediversityofanddifferencesamongethnicities,religionsandcivilizations.Weshouldrespectthediversityanduniquenessoftheculturaltraditions,valuesanddevelopmentmodesofdifferentcountries.Weshouldchampiontoleranceratherthandiscrimination,communicationratherthanrejection,andco-existenceratherthanconfrontation.

Chinaisaunifiedcountry,hometovariousethnicgroups,whosediversifiedethnicculturesandreligiousbeliefsconstituteanintegralpartoftheprofoundandflourishingChinesecivilization.VariousethnicgroupsandreligionsinChinahavebeenlongco-existinginharmony.Why?First,Chinapursuesthepolicyofequalityamongallethnicgroupsandreligiousfreedom.Second,theChineseculturefeaturesthespiritofaccommodation,whichhasbeenexemplifiedbysuchancientphilosophicalthoughtsas“harmonyisthemostvaluable”and“toseekharmonyindiversity”.
