一国总统的识见、魄力、智慧与心智成熟

在就职演说中,新任总统宣布自己的施政纲领,表明自己的政见和立场,激起听众的热情,劝说听众接受其政治主张并采取相应的行动。

FRIDAY, JANUARY 20, 1961

Vice President Johnson, Mr. Speaker, Mr. Chief Justice, President Eisenhower, Vice President Nixon, President Truman, reverend clergy, fellow citizens:

we observe today not a victory of party, but a celebration of freedomsymbolizing an end, as well as a beginningsignifying renewal, as well as change. For I have sworn before you and Almighty God the same solemn oath our forebears prescribed nearly a century and three quarters ago.

2手按《圣经》宣誓就职

1961120,肯尼迪总统按照惯例,手按《圣经》宣誓就职。誓词出自美国宪法第一章第二条:

“I do solemnly swear (or affirm) that I will faithfully execute执行;实行;处决 the Office of President of the United States, and will to the best of my ability, preserve, protect and defend the Constitution of the United States.”

仅从总统宣誓就职的誓词本身,美国总统对于宪法的重视可见一斑。?

3、世界为何不同了?

The world is very different now. For man holds in his mortal致命的;终有一死的hands the power to abolish废除 all forms of human poverty and all forms of human life.

And yet the same revolutionary beliefs for which our forebears fought are still at issue在争论在争论中 around the globethe belief that the rights of man come not from the generosity慷慨,大方; 宽容或慷慨的行为; 丰富of the state, but from the hand of God.

4薪火相传

We dare not forget today that we are the heirs继承人; 后嗣,嗣子of that first revolution.

Let the word go forth from this time and place, to friend and foe alike, that the torch has been passed to a new generation of Americansborn in this century, tempered by受过锻炼) war, disciplined by训练有素的a hard and bitter peace, proud of our ancient heritage--and unwilling to witness or permit the slow undoing of those human rights to which this Nation has always been committed?忠诚的,坚定的托付给, and to which we are committed today at home and around the world.

5美国人一向偏爱

  Let every nation know, whether it wishes us well or ill, that we shall pay any price, bear any burden, meet any hardship, support any friend, oppose any foe to assure the survival 幸存,生存; 幸存者; 遗物; 遗风and the success of liberty.

This much we pledge保证; 典当,抵押and more.

6、精神渊源的老盟友

To those old allies whose cultural and spiritual origins we share, we pledge the loyalty of faithful friends.

United, there is little we cannot do in a host of cooperative ventures.

Divided, there is little we can dofor we dare not meet a powerful challenge at odds and split asunder.在争吵下休、四分五裂时

1、加入到自由行列中来的新国家

To those new States whom we welcome to the ranks of the free, we pledge our word that one form of colonial control shall not have passed away merely to be replaced by a far more iron tyranny.

We shall not always expect to find them supporting our view. But we shall always hope to find them strongly supporting their own freedom--and to remember that, in the past, those who foolishly sought power by riding the back of the tiger ended up inside.

对那些我们欢迎其加入到自由行列中来的新国家,我们格守我们的誓言:决不让一种更为残酷的暴政来取代一种消失的殖民统治。我们并不总是指望他们会支持我们的观点。但我们始终希望看到他们坚强地维护自己的自由——而且要记住,在历史上,凡愚蠢地骑在虎背上谋求权力的人,都是以葬身虎口而告终。

To those peoples in the huts and villages across the globe struggling to break the bonds of mass misery, we pledge our best efforts to help them help themselves, for whatever period is required--not because the Communists may be doing it, not because we seek their votes, but because it is right.

If a free society cannot help the many who are poor, it cannot save the few who are rich.

3做自己家园的主人

To our sister republics south of our border, we offer a special pledge--to convert our good words into good deeds--in a new alliance for progress--to assist free men and free governments in casting off the chains of poverty.

对我国南面的姐妹共和国,我们提出一项特殊的保证——在争取进步的新同盟中,把我们善意的话变为善意的行动,帮助自由的人们和自由的政府摆脱贫困的枷锁。

But this peaceful revolution of hope cannot become the prey of hostile powers. Let all our neighbors know that we shall join with them to oppose aggression or subversion anywhere in the Americas. And let every other power know that this Hemisphere intends to remain the master of its own house.

We dare not tempt them with weakness. For only when our arms are sufficient beyond doubt can we be certain beyond doubt that they will never be employed.

我们不敢以怯弱来引诱他们。因为只有当我们毫无疑问地拥有足够的军备,我们才能毫无疑问地确信永远下会使用这些军备。

7两个强大的国家集团——受累!

But neither can two great and powerful groups of nations take comfort from从中得到安慰our present course--both sides overburdened by the cost of modern weapons, both rightly alarmed by the steady稳定的,不变的spread of the deadly atom, yet both racing to alter改变; 更改that uncertain balance of terror that stays the hand of mankind's final war.

So let us begin anew--remembering on both sides that civility礼貌 is not a sign of weakness, and sincerity is always subject to proof. Let us never negotiate out of fear. But let us never fear to negotiate.

2团结起来

Let both sides explore what problems unite us instead of belaboring?唠叨痛击;痛斥;冗长地解释those problems which divide us.

Let both sides, for the first time, formulate构想出,规划; 确切地阐述serious and precise proposals for the inspection and control of arms--and bring the absolute power to destroy other nations under the absolute control of all nations.

4寻求利用科学的奇迹

Let both sides seek to invoke the wonders创造奇迹of science instead of its terrors. Together let us explore the stars, conquer the deserts, eradicate 摧毁; 完全根除disease, tap开发the ocean depths, and encourage the arts and commerce.

让双方寻求利用科学的奇迹,而不是乞灵于科学造成的恐怖。让我们一起探索星球,征服沙漠,根除疾患,开发深梅,并鼓励艺术和商业的发展。

Let both sides unite to heed听从in all corners of the earth the command of Isaiah--to "undo the heavy burdens ... and to let the oppressed go free."

在演说词的结束部分,肯尼迪也不忘借助上帝之名来进行最后的呼吁。肯尼迪在其就职演说中或直接引用《圣经》,把自己的政治主张托词于上帝的意旨,或直接祈求上帝的保佑和赐福,或模仿使用《圣经》风格语言等等,有助于使其演说更易得到笃信上帝的听众的同情、理解和支持,使演说更具感染力和号召力。可以说,肯尼迪就职演说从开头到结尾、从形式到内容都充满着鲜明的宗教色彩,利用宗教的力量和影响,来达到政治诉求的目的。这是一种独特的文化现象,是美国社会历史渊源的反映。政教分离的美国事实上是政教融合。

?6双方共同作一次新的努力

And if a beachhead(滩头) of cooperation may push back the jungle of suspicion, let both sides join in creating a new endeavor努力, not a new balance of power, but a new world of law, where the strong are just and the weak secure and the peace preserved.

All this will not be finished in the first 100 days. Nor will it be finished in the first 1,000 days, nor in the life of this Administration, nor even perhaps in our lifetime on this planet. But let us begin.

In your hands, my fellow citizens, more than in mine, will rest the final success or failure of our course. Since this country was founded, each generation of Americans has been summoned to give testimony to its national loyalty. The energy, the faith, the devotion which we bring to this endeavor will light our country and all who serve it--and the glow from that fire can truly light the world.

I have a dream that one day every valley shall be exalted, and every hill and mountain shall be made low, the rough places will be made plain, and the crooked places will be made straight; "and the glory of the Lord shall be revealed and all flesh shall see it together."?

This is our hope, and this is the faith that I go back to the South this faith, we will be able to hew out of the mountain of despair a stone of hope. With this faith, we will be able to transform the jarring discords of our nation into a beautiful symphony of brotherhood. With this faith, we will be able to work together, to pray together, to struggle together, to go to jail together, to stand up for freedom together, knowing that we will be free one day.

And this will be the day -- this will be the day when all of God's children will be able to sing with new meaning:

My country 'tis of thee, sweet land of liberty, of thee I where my fathers died, land of the Pilgrim's pride,From every mountainside, let freedom ring!

And if America is to be a great nation, this must become so let freedom ring from the prodigious hilltops of New freedom ring from the mighty mountains of New York.

Let freedom ring from the heightening Alleghenies of Pennsylvania.

Let freedom ring from the snow-capped Rockies of Colorado. Let freedom ring from the curvaceous slopes of California. But not only that. Let freedom ring from Stone Mountain of Georgia. Let freedom ring from Lookout Mountain of Tennessee. Let freedom ring from every hill and molehill of Mississippi. From every mountainside, let freedom ring.

And when this happens, when we allow freedom ring, when we let it ring from every village and every hamlet, from every state and every city, we will be able to speed up that day when all of God's children, black men and white men, Jews and Gentiles, Protestants and Catholics, will be able to join hands and sing in the words of the old Negro spiritual:

Free at last! Free at last! Thank God Almighty, we are free at last!
