船舶加装燃润油操作须知

Instruction for bunkering fuel oil & lube oil

1. 目的Objective

本须知旨在对船舶在加装燃油时的安全和防污染操作提出实施步骤。

This notice aims at proposing implement step for safety and preventing pollution when bunkering.

2. 职责

Responsibility

2.1. 轮机长：负责制定船舶“加油前计划”和检查“加油前检查表”内所列工作的完成情况，并向船长提出加油申请监督检查须知的执行情况，对特殊情况进行处理。

Chief engineer is in charge of drawing up ‘Bunkering Pre Loading Plan’ and checking current status of work which is listed in ‘Bunkering Pre Loading Check List’. Submit application for loading oil to captain. Supervise and check the implement situation of notice. Handle emergency.

2.2. 船长：负责船舶加油前计划的核定和加油申请的批准。

Captain is in charge of auditing for ‘Bunkering Pre Loading Plan’ and ratifying application of bunkering.

2.3. 二管轮：负责对燃油的加装按须知进行操作，并按供油方提供的安全作业检查表内容进行检查。

Third engineer is in charge of loading oil as the requirement of notice and check as safety work check list provided by oil supply party.

3. 操作步骤Process

3.1. 燃润油加装方式分系泊和锚泊两种状态。

Mode of loading fuel and lube oil includes mooring and anchorage.

3.2. 作业前，双方在装油口及透气口附近备好灭火器等消防和防污染器材。

Before operation, two parties prepare for firefighting equipment and pollution prevention equipment such as fire extinguisher near inlet oil hole and ventilation hole.

3.3. 大副应监督水手长作好堵塞落水孔等防溢油工作。

Chief officer should supervise bosun to plug scupper on deck and other prevention work of oil spillage.

3.4. 二管轮应测量所添加燃润油柜（舱）的油位高度，开启相应阀门并关闭其他阀门。

Third engineer should measure oil level in fuel oil and lube oil tank to be loaded, Open related valves and close other valves.

3.5. 应按规定悬挂或显示危险品信号。

Should hang or display danger signal as regulations.

3.6. 驾机值班人员随时保持联系，确保船舶有足够的稳性。

Duty officer and duty engineer should keep in touch momentarily and ensure ship has enough stability.

3.7. 甲板部有专人对缆绳进行看管和巡视检查。

Deck department should have specially-assigned person guard mooring rope and patrol and check.

3.8. 轮机部始终有专门人员现场负责，对油管和装油口进行看管。

Engine department should arrange specially-assigned person to take charge in scene and guard the oil pipe and inlet oil hole.

3.9. 在一切正常后，通知供油方开泵加油。

After everything is normal, inform oil supply party to pump oil.

3.10. 装油过程中注意油位测量，负责人员不得走开。

During loading oil, should measure oil level. Person in charge can not go away.

3.11. 二管轮按规定认真填写油类记录簿。

Third engineer fill in ‘Oil Record Book’ as regulations.

3.12. 加油完毕后，立即清理现场，关妥加油阀和输油管线阀门，并擦净现场油污。

After finishing bunkering, should immediately clean work field, close the valves on manifold and bunking pipe, wipe and clean oil stain in work field.

3.13. 如遇到雷雨闪电、大风浪、本船或附近船舶发生火灾时，应停止装油。

If encountering thunder storm, lightning, heavy wind and wave, being fire of own vessel or near other vessel, should stop bunkering.
